Any garage bay restores one from a armored chassis frame tag. There is nothing to learn first.
Where to find it
No derelict one waits in the world: every one on the road was restored from a frame tag at a garage.

Upgrades it takes
Keys and starting
Hold Y to crank it. A healthy engine has a 66% chance to catch each second you hold it.
Crank for 6 seconds without a start and it floods, and it will not catch for 20 seconds.
Cranking drains the battery: under 10% the starter only clicks. A push or a jump start gets it going.
It comes with its own key, a
Vehicle Key. Anyone holding it can lock, unlock and start it, and the fob reaches 80 ft. A copy is cut at a workbench from a
Key Blank with Engineering 12 and a toolkit or pliers.
Without the key, hotwire it from the driver's seat with a
Screwdriver Set and a
Hotwire Kit. In this class 15% of the sweep catches at Engineering 0, a little more as you learn. A failed try can set off its alarm, heard about 390 ft away.
Lose it and the recovery crew tows it to a garage for 420 Scrip plus about 40 Scrip a mile.
